The flight carried and successfully deployed two communications satellites: Telesat (Canada communications satellite) and Syncom IV-3 communications satellite. The crew also carried out an informal science study of the behavior of mechanical toys in microgravity (Toys in Space). WILLIAMS the pilot; HOFFMAN and GRIGGS were mission specialists. Also on the flight were Commander Karol Bobko, Mission Specialist Margaret Seddon, and Payload Specialists Charles Walker and Senator E. Jacob "Jake" Garn of Utah. Garn, A US Senator from Utah, chaired the committee with oversight over NASA's budget. It was the first flight of a U.S. elected official.
