Description: The Order was established by the Presidium of the Supreme Soviet of the Soviet Union on 8 November 1943 by the Law on the Establishment of the Order of Victory. The decree of the Presidium of 18 August 1944 approved the appearance of its insignia and the manner of wearing this decoration. A total of 20 awards were made, but the last one, awarded on 20 February 1978 to Leonid Ilyich Brezhnev, was withdrawn after his death. In 1943, after a major turn in the course of the Great Patriotic War, the country's leadership wanted to introduce a high military order to be awarded to prominent high-ranking Soviet commanders. Several medal makers were commissioned to design the appearance of the decoration. Initially, the honorary title For Loyalty to the Fatherland was to be awarded with the decoration.
