It directs him to come to City Hall on the first Tuesday in January to be sworn in. It is signed by George L. Woods, Ward Clerk and is 8" by 5". It has creases from being folded and some wrinkles which are more apparent in the photo than in real life. There is a short tear along the right side of the top crease.
