They were at their peak popularity during the Civil War and post-war decades when giant hoop skirts weighed up to 14 pounds and were often comprised of six layers of petticoats. In the late 1800s, a surprisingly large number of women participated in outdoor sports such as cycling, croquet, ice skating, and archery. They required the lifter so they could have some form of mobility." Skirt lifters "clamped mid-way up the large, full skirts and then attached to a belt by a cord, ribbon, or chain. Like almost everything in the Victorian era, something as mundane as skirt lifters came in a variety of materials and intricate designs, making them a valued accessory."
