Speaker of the Texas House of Representatives Waggoner Carr of Lubbock claimed here today he had enough pledge cards to insure his re-election. He showed the cards to newsmen. Carr's opponent, Rep. Joe Burkett of Kerrville also claims majority support of the 150 House members. Holding pledge cards, Carr salts a hat, which he said is for Rep. Louis Dugas of Orange, a Burkett supporter.
